How is Prop. 1 winning over so many voters who also voted for Mike Fagan?

One of the big surprises of this year's election so far has been the relative success of City of Spokane Proposition 1, the Community Bill of Rights. A larger version of the proposition was clobbered at the polls last year, but as of press time, this year's version is down by only 486 votes.

Even more surprising is the distribution of the "Yes" votes — particularly how well the far-left proposition is doing in the city's northeast corner, where voters are also favoring far-right City Council candidate Mike Fagan. In fact, the proposition is passing in all but three of the precincts in Dist. 1.

The map below shows that breakdown. Precincts in brown are being led by Mike Fagan. Those in purple are being led by his opponent, Donna McKereghan. Those in darker shades of brown and purple are districts where Prop. 1 is leading. That leaves only three light-brown precincts.
